Acting Police Chief Peter Yuen confirmed the number of dead and injured.

Toronto Police said the incident took place about 12.30pm local time (5.30am NZT) on Yonge Street near Finch Avenue.

The van driver fled the scene but Toronto Police later said they found him and he was arrested at gunpoint, according to witnesses.

Police have said they now believe the incident was an intentional attack, although the motivation is not yet known.

The vehicle is registered to a local rental company called Ryder.

Prime Minister Justin Trudeau has briefly addressed the situation, saying "our thoughts are with all those affected by the terrible incident at Yonge and Finch in Toronto".

"Thank you to the first responders working at the scene – we're monitoring the situation closely," Mr Trudeau said.

Toronto Police said an investigation will take place at the scene for a number of days.
