Watch: 'Government for all New Zealanders' – Jacinda Ardern addresses adoring crowd in first public speech as PM

The new Prime Minister gave her first public speech, pushing a message of unity for the country.

Jacinda Ardern has addressed crowds from the steps of Parliament, after being sworn in as New Zealand's 40th Prime Minister.

Ms Ardern and her ministers were sworn in at Government House today in front of friends and family, before a warm welcome at the Beehive.

Ms Ardern, the country's youngest Prime Minister since 1872, had a positive message for the crowd gathered in the Wellington sunshine this afternoon.

"Not everybody voted for us. But we vow regardless of who you voted for, this will be a Government for all New Zealanders," she said to rapturous applause.

"It is a real privilege and an honour to introduce to you your new Government and it's a privilege and an honour to do it here on the Parliament forecourt, with one quarter of Freddy's Drop," Ms Ardern joked, referencing her promise to have Fat Freddy's Drop play at her inauguration earlier in the campaign.

She finished her speech with the catch cry of the Labour campaign: "Ladies and gentlemen, without further ado, let's go and do this."

The new Foreign Affairs minister, and Deputy PM, follows Prime Minister Jacinda Ardern in the ceremony at Government House.

Earlier in the day the Government Executive was sworn in.

Of the 31 Cabinet ministers, ministers outside cabinet and under-secretaries, only five have been in government before - Winston Peters, David Parker, Nanaia Mahuta, Damien O'Connor and Shane Jones.

The Labour leader officially becomes the country's leader in a ceremony at Government House in Wellington.

The Greens have three ministers outside parliament and one under-secretary.

They've been in parliament since 1996 and this is the first time the party has been part of a government.

NZ First, in full coalition with Labour, has four cabinet ministers and one under-secretary.
