The gardens have been the targeted by thieves over the past three months, Napier City Council says in a statement.

Gardeners were shocked that some of these plants stolen were replacements from earlier thefts, the council says.

Rosarian Jo Rhodes completely replanted the scented garden, which is for the blind and vision impaired, over the past week, completing it only yesterday.

Also missing were three more rose bushes, bringing the total number of roses removed over the past three months to 40. These plants were worth approximately $600.
