Statistics New Zealand figures show in the February year, 71,300 more migrants arrived in New Zealand than left.
That equals the previous annual record set in January.
A new annual record has also been set – with 128,800 in the year to February.
Population statistics senior manager Peter Dolan says about a third of all migrant arrivals for the year were people coming to New Zealand on work visas.
Just over a quarter of all work-visa migrants were from the United Kingdom and France.
But the numbers coming here on student and residence visas were down.
New Zealand has also seen a record number of tourists – 3.54 million in the year to February.
