"Presently the police do have one suspect in custody, however there could be others involved," Ms Ardern said.

"There are multiple scenes involved in this incident as well."

She could not give confirmation of casualties or fatalities, but she described it as "one of New Zealand's darkest days".

"Many of those directly affected in this shooting may be migrants to New Zealand. They may even be refugees. They have chosen to make New Zealand their home and it is their home. They are us," she said.

"The person who has perpetuated this violence against us, is not."

She said to continue to listen for information, stay indoors - "please remain in lock down, we are potentially still dealing with an evolving situation".

"For now my thoughts and the thoughts of all New Zealand are those affected and their families."

Opposition leader Simon Bridges condemned the attack and gave his condolences to the Islamic community and to the people Canterbury.

"We stand with and support the New Zealand Islamic community.

"No one in this country should live in fear, no matter their race or religion, their politics or their beliefs.

"My heart goes out to all of you."
