'Great uncertainty' surrounds TPP 11 after one country holds up agreement being signed

There remains great uncertainly around the status of the TPP 11 trade agreement, with one nation holding up proceedings.

Jacinda Ardern says negotiations are going "down to the wire" as APEC begins in Vietnam.

New Zealand Trade Minister David Parker says at 10pm last night an agreement in principle had been reached, and there was much back slapping and applause.

However, an issue has since been discovered in the documents by one country, which is holding things up.

Mr Parker wouldn't reveal what the issue was and what country was objecting.

He said New Zealand was satisfied with the deal as it stands.

It had made gains on the investor-state dispute settlement clauses, although it hadn't got everything it wanted.

This wasn't what was holding up the deal, however. 

Earlier, Prime Minister Jacinda Ardern said negotiations were "going down to the wire".

Ms Ardern will meet world leaders as well as try work out an amended TPP deal.

Ms Ardern arrived in Danang, in Vietnam, last night for the APEC leaders summit which will be attended by 21 world leaders including the likes of Donald Trump and Xi Jinping.
